Legislative News May 2010

The current issue of AORN Advocacy is a reminder that the signing by President Obama of the Patient Protection and Affordable Care Act of 2010 is not the “end” as David Gergen reminded us at the Denver Congress.  As he said, “this is the end of the beginning, not the beginning of the end”.

Health care reform will remain a legislative priority for AORN for the future.  It will offer many opportunities for AORN and perioperative nurses help transform the health care system of our nation.  The new AORN President, Charlotte Guglielmi RN, BSN, MA, CNOR, says this will provide a great opportunity because AORN members will be “at the tables where we’ve never been before”.  The regulations will be hard to write and nursing needs to be actively involved.

There has also been a message from the Operating Room Nursing Council of California, (ORNCC) Executive Director Tricia Hunter, asking that the members do a letter writing campaign to the Senate Health Committee opposing SB 1051. This is a bill that will remind us of an earlier report by me on the state pushing to allow “unlicensed personnel (UAP)” administer insulin in schools without an RN on staff.  This is a similar bill that would allow UAP’s to administer the drug Diastat, a medication containing Valium a Class 2 medication, in schools to students having continuous epileptic seizures. It is considered an emergency drug for this condition and requires more education than a once a year “on the job” training.
The letters should be sent to the Senate Health Committee members.  For a copy of the letter sent by Ms Hunter/ORNCC I will provide it.

I will report on these issues at a later date.
